Creates an instance of the IValidate interface
 
Please note, that under the Restful Webservice paradigma this interface instance must be deleted/invalidated explicitly by the counterpart property IDrugValidator::PutDestructValidate (or alternatively IValidate::PutDestructValidate) must be explicitly called, since the pIValidate address has a global scope and is not automatically destructed.
